A package failed to install. Trying to recover:

It is not possible to upgrade or remove any package from the system.
The only workaround I found is to disable apt-listbugs (file
/etc/apt/apt.conf.d/10apt-listbugs), because apt-listbugs itself can not be
removed from system.
