I pushed http://anonscm.debian.org/gitweb/?p=pkg-systemd/systemd.git;a=commitdiff;h=0b1c0f2 to only run the setfacl on systems which already have /var/log/journal, so that existing systems will be fixed.
I do agree that people who turn on persistent logging manually should also set up the permissions properly.
