PS. Starting with 1.12, the citation processing functionality of pandoc has been split into a separate executable and library, pandoc-citeproc. So that ought to be debianized too. The package provides both a library and an executable, and it has associated data files.
pandoc-citeproc should be a 'Suggests' for pandoc. I will be releasing a new version of this, too, in the next couple weeks, and it would make sense to wait til after that release.
