The main reason is that pkexec requires a policy file for each allowed command. See e.g. the one for gnome-system-log. There’s nothing that couldn’t be solved with a debhelper script, but so far laziness won. Then, regarding su-to-root, it belongs in the menu package, whose maintainer would probably not accept such a change – just a guess. Cheers, -- .''`.
