The override has a comment, did you see it? # Source/WebCore/inspector/Scripts/jsmin.py mentions the original # implementation's license but doesn't have this non-free license, # see https://bugs.webkit.org/show_bug.cgi?id=123665 webkitgtk source: license-problem-json-evil As mentioned in the upstream bug report, jsmin.py isn't a derived work but a reimplementation, see https://pypi.python.org/pypi/jsmin. Newer versions of jsmin.py don't mention the "original code" copyright and license, and are released as MIT. I can update the copy upstream to avoid any confusion.
