The admirably clear table 5 in upstart-events(7) is very helpful.

Reading initctl(8) in conjunction with that table, I conclude that
"initctl start" and "initctl stop" change the goal.

But it's not clear to me what "initctl restart" does.  Is there an
undocumented "restart" goal ?  Or does it do something ad-hoc and
instantaneous like killing a process (in which case what if the
process ignores TERM, what about abstract jobs, etc. etc.)
