empy package currently lacks of support for python3.

There is some work done by Dirk Thomas which patch the application to be
able to run with both python2 and python3:

I have the patch ready and the debian packaging metadata adapted to
support two packages: python-empy and python3-empy.

The point is: is the python-empy package really being used as a python
module? If it is not, it probably should be renamed to just "empy". If
there is a valid use case for using it as a module, my question is
about where to package the binary /usr/bin/empy: In python-empy or
python3-empy or in a new one? 

The only reverse dependency of the package is pygmy, which is
completely outdated, RC buggy and seems like it is not really using
empy after look at the code. RM bug #732074
