I looked into this, but it's unfortunately not quite that simple.
iputils-ping is Priority:important, and thus can't depend on libidn11,
which has a lower priority. (cf.  debian-policy section 2.5)
Additionally, the ping binaries should not depend on libraries in
/usr/lib, since /usr/ is not guaranteed to be present at boot. (ping6
currently violates this by depending on some gnutls libraries, which is
a bug.)
