I can confirm this bug. The keyboard is functional on the first boot screen, but when it gets to the "Choose a language" screen, the keyboard no longer works. I tested this on a Powerbook5,6 (with its built-in keyboard) and a PowerMac3,1 (with an external Macally keyboard). Interestingly, the keyboard on my dual USB iBook (Powerbook4,3) worked fine, though when I plugged in an external keyboard, that again failed.
