Yup, and exactly that might be the problem.
Please create a file /lib/systemd/system/packagekit.service and add
the following content:
[Unit]
Description=PackageKit Daemon

[Service]
Type=dbus
BusName=org.freedesktop.PackageKit
User=root
ExecStart=/usr/lib/packagekit/packagekitd

Please tell me if that works, and also if you are using systemd as
PID1 or sysvinit.
