I successfully rebuilt gitmagic in minimal wheezy, jessie, and sid pbuilder chroots. Maybe a local problem w.r.t. /etc/sgml ? I remember there are upgrade problems due to making the *.cat conffiles ... so (re-)installing may have fixed/worked around this.
