The britney bug list for unstable still looks at wheezy-ignore tags instead of jessie-ignore. This causes packages with RC bugs which are ignored for wheezy (but not for jessie) to migrate to testing (usually right after auto-removal). As far as I can tell, this can be fixed by replacing 'wheezy-ignore' by 'jessie-ignore' in /srv/bugs.debian.org/source/bugscan/make-britney-counts.
