Control: retitle -1 util-linux: please ship all the release notes

/usr/share/doc/util-linux/changelog.gz contains release notes for
util-linux 2.13. The upstream tarball include also release notes for
newer versions. Please ship them in the binary package.
Things got slightly better in 2.20.1-2:
* Deliver the correct upstream changelog.
But there are 9 release notes in the source package, and I'd like to have
all of them in /usr/share/doc, not only the last one. Thanks for
