The exchange rate is indeed the default all the ar/ap transactions will use 
unless you specify anoter exchange rate while applying a transaction via gl 
instead of ar/ap transaction or invoice. Also, while making a payment you can 
specify a different exchage rate.

Unfortunately this is not possibly on sql-ledger as only one exchange rate is 
allowed per day. As stated before there is no edit interface present for the 
exchange rate, you need to delete and repost all transactions for that 
specific day.

Maybe it is more close to being a feature instead of a bug, :).

More seriously, this (the edit exchange rate interface omission) seems to be 
intended to avoid some COGS problems that can happen while reposting invoices 
under certain circumstances (more info on this can be found on the sql-ledger 
project mailing list on sourceforge).
