The exchange rate is indeed the default all the ar/ap transactions will use unless you specify anoter exchange rate while applying a transaction via gl instead of ar/ap transaction or invoice. More seriously, this (the edit exchange rate interface omission) seems to be intended to avoid some COGS problems that can happen while reposting invoices under certain circumstances (more info on this can be found on the sql-ledger project mailing list on sourceforge).
