I'm ideally looking for someone who can maintain the dhcpcd packages in
Debian as I find the method of creating a new package for each release
quite tedious.

If so, just subscribe to dhcpcd-disc...@marples.name or use the debian
watch I think I created in the package.
As to my plans, well I have two features to implement before I release
dhcpcd-6.2 which should be done in a month or so.
