Nope, you defined a verbatim binding for ^N and ^P as in <Caret>N and <Caret>P. However, next- and previous-thread bindings are mapped with the control character which is shown in the help menu as ^, too. If you want to redefine <Control>N and <Control>P you should use \c instead of ^ in your binding. See also mutt manual section 3.5 Changing the Default Key Bindings.
