I have the same issue with opensuse 12.3 kernel 3.7.10-1.16. I can trigger it: whenever i mount a filesystem via nfs (i use nfs4) and try to copy there a large amount of data (1.5 GB), the complete network gets a DOS. NICs that communicate: Intel Corporation Ethernet Connection I217-V (rev 04) Intel Corporation 82579LM Gigabit Network Connection (rev 04)
If i draw the cable and use the wireless card, all works.
