I wonder is the issue is just that too many systems are attempting to report at the exact same time. In my log I found (CEST time) Nov 2 06:25:35 host popularity-contest: unable to submit report to http://popcon.debian.org/cgi-bin/popcon.cgi. Oct 26 06:25:35 host popularity-contest: unable to submit report to http://popcon.debian.org/cgi-bin/popcon.cgi. Oct 19 06:25:35 host popularity-contest: unable to submit report to http://popcon.debian.org/cgi-bin/popcon.cgi. This is on two servers running ntp. A third server which did not run ntp did not report any failure, and neither does my laptop. It seems it only happened after a squeeze to wheezy upgrade. (All my servers are able to submit via SMTP anyway). I am a bit puzzled nobody else is reporting this issue.
