However this file is not shipped with debian.

A full "configure && make && make install" of autogen will, indeed,
install this file.

I know that there are complaints about the amount of data in /usr/share/autogen,
but still this tarball needs to be installed when the option processing
templates get installed.  (I also do not know how Debian slices and dices
the various packages out of the autogen package, but if the option processing
templates are installed in "libopts-devel", then so should the library
tarball.  Essentially, that tarball is part of the code that gets emitted.)
