The ctn package is one of the last packages in the lesstif2-to-motif transition [2,3] that still needs to change the build dependency. For most other packages that did not do the transition themselves, NMU's were created and most have been applied in the mean time. I am however reluctant to create an NMU proposal for ctn because of the license issue in bug 724935 [4]. It seems to me that if nobody is going to do that work, it is better to remove ctn from Debian. What do you propose? We should get rid of lesstif2 in Debian, so this ctn issue needs to be solved one way or another. (Side note: bug 714750 suggests the build dependency is not even needed).
