After a failed aptitude full-upgrade due to this problem, I found that
logging in by SSH failed due to the presence of /run/nologin.  I've
manually removed it again.  Have others experienced this?  I can't
quite tell whether it's related, since so many packages were being
manipulated at once.

Either way, I'm not sure this is console-tools's fault; invoke-rc.d
seems to bomb on any init.d scripts with .sh in the name, including
the mentioned console-screen.sh.

I have:

ii  systemd                     204-5              amd64              system 
and service manager
ii  sysv-rc                     2.88dsf-43         all                
System-V-like runlevel change mechanism
iF  console-tools               2:0.2.3-72         amd64              Linux 
console and font utilities

A cursory glance didn't turn up anything about this reported against
sysv-rc or systemd, but I haven't time to be more thorough just now.
