After a failed aptitude full-upgrade due to this problem, I found that logging in by SSH failed due to the presence of /run/nologin. I've manually removed it again. Have others experienced this? I can't quite tell whether it's related, since so many packages were being manipulated at once.
Either way, I'm not sure this is console-tools's fault; invoke-rc.d seems to bomb on any init.d scripts with .sh in the name, including the mentioned console-screen.sh.
