Well, I would argue that installing a bittorrent client enhances cfv's
usefulness, because it is then capable of verifying torrents. If a client
is not installed, torrent checking is not possible by cfv.

Originally there was a call for Depends: on bittorrent/bittornado, but
it was downgraded to a recommendation, see
http://bugs.debian.org/259391 . But perhaps Recommends: is a bit
too strong as well. I think the last sentence in the policy for Suggests:
is quite suitable for this situation ("... but that installing this one
without them is perfectly reasonable").

Matthew (the upstream author) had some plans to include the imported
files, which I think would be the best solution (full functiality without
dependency on installing any torrent client).

Anyway, I'll change from Recommends: to Suggests: in the next upload (no
upload just to for this change however).
