With this version, puppet fails to get the package list as there are characters in the description that do not fit into ASCII. But only ASCII is allowed to get back running in C locale. Technical details: The new version uses "/usr/bin/dpkg-query -W --showformat '${Status} ${Package} ${Version} :DESC: ${Description}\n:DESC:\n'" to get the package list. Older versions did not use the description so was not failing as I do not know any package that has non-ASCII characters in name, version or status. But in the description, UTF-8 is regular allowed.
