I was trying to build a multiarch version of libeina1 to co-install amd64 and armel versions of the library, but it build-depends on pkg-config which lacks multiarch meta-data. Therefore, trying to co-install amd64 and armel versions of pkg-config leads to breakage. Adding "Multi-Arch: foreign" to package metadata would allow native version of pkg-config to meet dependecies for foreign requirements.
