Moving windows or resizing them with the mouse is not fluent and is very hitching just like if the computer was too slow to do it efficiently.
However, I deeply beleive that an AMD FX 4700 (4.2 GHz - 4 cores), with an Nvidia Geforce 560 Gtx (with or without nvidia drivers installed or running) computer can make windows to move fluently.
