xen-system-amd64 on an i386 system should be usable on amd64 capable systems, you should end up with a 64-bit hypervisor, running a 32-bit dom0 kernel and 32-bit dom0 userspace. That's quite a common configuration even. Or maybe the intention here was to use multiarch to allow installation xen-system-amd64:amd64 on i386? NB: upstream have remove the i386 hypervisor but not support for i386 guests in configuration like the above... Ian.
