I haven't tried to reproduce it with 0.21.2-1. It hasn't happened again since I upgraded to 0.22.1-1.
Ok. I'll probably close this bug them. I'm quite sure this bug was due to popfile crashing when it was about to write its config. This left a zero length config, my init script saw the file existed and thought everything was ok. Only a theory, but I'm pretty sure that's what happend. Upstream has been working to make popfile more stable and adding better error recovery.
Anyway... If it happens again please submit a new bug. Thanks!
