I am a translator and come across quite a few typical debconf questions.
Therefore, I think I know when I see an unnecessary use of debconf.

I think fuse is one of these because, fuse imho should simply default to
the fuse as group and that's it. Removing debconf means:
- fewer translations
- less overhead
- fewer questions to a user (I know fuse's Qs are probably low prio)

I would fuse very much compare to e.g. pmount, this uses simply the
group "plugdev" as a non-changeable default, without asking any debconf
question. I think fuse should behave the same way, and simply have a
README, informing the user of group fuse. See
/usr/share/doc/pmount/README.Debian for an example
 
I do not see a reason what makes fuse so special compared to pmount, so
it should use the same mechanism.
