Package: localepurge

When upgrading localepurge, I was presented with the debconf question asking
whether I wanted to enable the dpkg --path-exclude feature, and pointing me
at a readme file explaining the feature to guide my answer.  However,
because of when the debconf question is asked, this package was not yet
unpacked, and so this readme file was not available.

It seems like the readme should be embedded in the debconf question, since
it's fairly short, or else it should be put on a web url or something
similar so that it can be viewed and the question given an informed answer,
rather than guessing and later reconfiguring the package if the guess was
wrong.
