Hi,

I was doing a gpg --refresh and stopped it with control-C.  When I
then tried to restart it, I got:
$ gpg --refresh
gpg: keyring `/home/kurt/.gnupg/pubring.gpg' created

And now have:
-rw-------  1 kurt kurt        0 Oct  2 00:17 pubring.gpg
-rw-------  1 kurt kurt 70925522 Oct  2 00:17 pubring.gpg.tmp
-rw-------  1 kurt kurt 70918836 Oct  2 00:16 pubring.gpg~

It actually seems to have a signal handler for this, since it
shows this on control-C:
gpg: Interrupt caught ... exiting

However, it really should put back some file at this point.
