I've worked around the problem by being more insistent about remembering RTSs.

Be aware that I captured on the order of 100 archived
sponsorship-requests RFSs that were not displayed by BTS (e.g. the RFS
open count for January went from 17 to 85 after the collection), by
going back through the debian-mentors list archive. I went back as far
as January. I believe that was the only month that did not reveal
missing bugs.

I'm attaching this to another bug with a similar report against BTS.
You may want to bump the priority.
