Can you confirm whether this is still a problem with the geda-gschem package now in Debian unstable? I cannot reproduce it in 1.8.1 or 1.8.2, but since window titling also involves your choice of desktop environment and the associated window manager, and I'm using a US English locale, there are too many variables here for me to know how to proceed.
