FWIW, on Fedora/RHEL, we do not require kernel-debuginfo at the
package level, partly because we lack the debian "suggest:"
soft-dependency, but mainly because the kernel debuginfo is simply not
required for many stap tasks/scripts; see [man stapprobes].
