When reporting a bug using reportbug all the outstanding bugs of a package are
shown. This can be quite a list. Could it be an idea to first ask the user to
give the short description of the bug and to use this description to only show 
outstanding bugs that are similar to the discription?This might reduce the
number of duplicate bug reports, because when you have to read through all the
bugs it is easy to not see your bug was already reported.
