I've just tried the same command and it works fine (see attachment).
Perhaps a temporary failure of the svn.debian.org sever ?

It seems that this host has no svn server ?
A ping at these hosts gives:
% ping svn.debian.org
PING svn.debian.org (217.196.43.140) 56(84) bytes of data.
% ping anonscm.debian.org
PING anonscm.debian.org (217.196.43.132) 56(84) bytes of data.
Clearly, there are different machines with different IP.
Are you sure that anonscm.debian.org is the right host for svn ?
