The file header must be formatted as Forwarded: not-needed --- a/Makefile +++ b/Makefile in order to be recognized, not the present Forwarded: not-needed--- a/Makefile +++ b/Makefile Better would be a blank line below "Forwarded" for clarity. This error is present is also in 6.0-4, i.e., on the source for Wheezy.
