Keep support for the old code for a while, use the new code when a
package is (re)compiled. Make sure packages get a versioned dep on i-s-h
(>= 1.9) (or whatever version that change is implemented)
When all rdeps of i-s-h have a dep on i-s-h (>= 1.9), drop the old code.

I don't think we need purge in pre-inst, which would require a
Pre-Depends, do we?
