I am getting this error as well.
The most annoying part is that adduser fails, because the user is created,
and then tries to change the password, but since the password (hash) is
"!", there isn't any valid entry that can be made to the prompt "NIS
server root password:", because the user's current password can't be
entered.
Andreas - did you figure out a solution? Editing the common-password
temporarily seems like an irritating solution.
