That's seems to be the same as #574331: Online tests.
There seem to be a few fences which should disable online tests
according to gregoa, but they seem to fail not that seldom on strange
setups. E.g. olasd managed to provoke another test/build failure by
firewalling port 53.
Merging and raising severity hence. Online tests should be disabled
completely.
