Package: fcgiwrap

Hello,

According to https://github.com/gnosek/fcgiwrap/releases, 1.1.0 was
released in February. It would be nice to see this version in Debian as
among other things, it adds a -f option (which appeared in git 21 months
ago), which should provide a welcome resolution for #633116.
