Here is the background:

Files xsd/tests/cxx/tree/encoding/char/utf-8/test.std and
xsd/tests/cxx/tree/encoding/wchar/test.std used to be binary but
were converted to text for portability. The patch basically replaces
the old files with the new ones. But it seems binary patches are no
longer supported.

Not sure what the workaround/solution for this would be. Maybe
instead of patching, just overwrite the files with the new versions
(they are both very small): Here is the commit for this change
in the upstream repository where the new files can be downloaded:
