Lubuntu and Xubuntu downstream previously shipped this in their on-disc seed. For their upcoming 13.10 releases this package has been removed. For now this package has **not** been removed from Ubuntu's archive after some discussion.
Uploading a transitional dummy package to smooth upgrades and allow time for upstream to potentially work on fixing the code would be an excellent option at this point. The package is 2/3rds broken as of right now.
