Dear Maintainer,

If there's a tox.ini file found, pybuild --test should prefer to run
tox for the tests.  Note that you'll have to pass the Python
implementation/version in on the -e flag so that tox runs specifically
against the requested Python version.  E.g.

$ tox -e py27
$ tox -e py33

etc.  As an example for why I want this.  I'm working on packaging
nose2, which has a tox.ini.  When you run `tox -e py27` the test suite
passes, but `python2.7 -m unittest discover` has two failures (which I
haven't tracked down yet).
