The jwchat patch seem to be incomplete. It will handle fresh installs and removal, but not upgrades. For upgrades from earlier versions of jwchat, the conffile /etc/apache2/sites-available/jwchat need to be renamed to /etc/apache2/sites-available/jwchat.conf.
