I experience a similar or identical bug when I try to import the freecol package from unstable (0.10.5+dfsg) with git-import-dsc and using pristine-tar. The issue is reproducible even for the latest upstream release by running uscan and the new-upstream script in the source package. The original zip source tarball will be automatically repacked to bz2.
