Package: doxygen Version: 1.8.1.2-2 Starting from version 1.8.4, upstream does provide a changelog in the tarball, in doxygen format:

There is one glitch though: the changelog.html is referenced in the table of contents of the doxygen manual (install doxygen-doc 1.8.4 on jessie, then open file:///usr/share/doc/doxygen/html/index.html and look at the end of the list in the left pane) but that link is broken since the browser expects a changelog.html but only a changelog.html.gz is there.
