I tried that first. Out of clear blue sky I decided to actually test
that, and it did not work: pandoc has versoin 1.11.1-2+b2 right now!
Also  "<= 1.11.1-2+" did not work either. I guess I should have used
"<< 1.11.1-2."?

I considered NMUing it, but there are un-uploaded changes in the repo
(new upstream release and others), so I assume Jonas had reasons to
wait.
