Here is a proposed patch to multiarch libicu-dev. I split the utilities into a separate package, called icu-tools and mark it as Multi-Arch: foreign (can install only one copy, and foreign arch packages can depend on it) I move the headers into multi-arch location, as platform.h is different between big and little indian platforms and mark it as Multi-Arch: same & make it depend on icu-tools package (can install multiple copies of libicu-dev) I have tested and all packages that either use icu-config or pkg-config files for icu, configure/compile/install/run correctly. I have also committed to boost svn trees a small fix to correctly find icu at configure step (boost's custom build system jam, didn't use neither icu-config nor pkg-config, but hard-coded paths). All boost, xerces, and libreoffice all build and work correctly. Please consider and apply below patch. Regards, Dmitrijs.
