When we (Debian Perl team) took over maintenance of libnet-ldap-perl in 2008, it already had the dependency on libwww-perl. However, the package never had a build-dependency on libwww-perl until very recently, and as far as I can see, modules from libwww-perl are referenced only in conjunction with optional features (specifically, for use of the LWP::Protocol::ldap, LWP::Protocol::ldaps, or LWP::Protocol::ldapi modules). So I think the dependency on libwww-perl is indeed bogus, and can be lowered to Suggests.
