apt-listchanges misses many changes.
E.g.,
/usr/share/doc/scim/changelog.Debian.gz
was not read today by it.

Looking further
debdiff scim_1.4.14-5+b1_i386.deb scim_1.4.14-5_i386.deb
says

[The following lists of changes regard files as different if they have
different names, permissions or owners.]

Files in first .deb but not in second
-------------------------------------
-rw-r--r--  root/root   /usr/share/doc/scim/changelog.Debian.i386.gz

So maybe that has something to do with it.

Or maybe that matches the older content anyway.
